Sir Sikander Hayat Khan, Chief Minister of the Punjab, recruiting soldiers for the British forces during World War II.

Title says: "It is my prayer that after this war Hindustan will become free. And free in the real sense of the word."

Sir Sikander was head of the Unionist Party in the Punjab. Before his sudden death in 1942, Sir Sikander became the first Indian to ever officiate as Governor while the serving British Governor was away.
