"The accomplishment of the Unionist Party was as I said, largely the resurgence of the agriculturist classes of the Punjab. Sir Chotu Ram played a very pivotal role of bringing agrarian reforms. For instance, the indebtedness bill was introduced under which Debt Conciliation boards were set up in each district. So the Debt Conciliation boards function was, that zamindars - the land-holders who were not very rich but petty - instead of their going to the courts of law, this Debt Conciliation Award would work and decide the debts. And all this was tooth and nail opposed by the opposition which was the Congress, which was largely Hindu and some Sikhs who were not Jats [farmers]."
